Preliminary Study on Mutual Recognition of eSignatures for eGovernment applications

"The objective of the project is to analyse the requirements in terms of interoperability of electronic signatures for different eGovernment applications and services taking into account the relevant provisions of Directive 1999/93/EC on a Community framework for electronic signatures and their national implementation as well as the report on the Directive and the standardisation activities on the interoperability of electronic signatures.
This document does represent the current situation regarding the use of eSignatures in Finland eGovernment applications."

Application forms are available on the Tekes website (http://www.tekes.fi), where applications can be signed electronically using either FINEID or TUPAS."

Assessment of the solution (The solution is based on X-Web Form Manager and X-Digtal Signature Suite products)

"The Avain Technology solution for XML used by the Tekes online service is a complete XML document handling, data lifecycle and workflow management system that offers robust back-office capabilities and a systematic use of digital signatures in paperless processes. Other eGovernment services will have to develop similar infrastructures in order to enable both user interfaces and backoffice functions using digital signatures."
